This position will be working in conjunction with the executive management of the Agency. This position is responsible for implementing the overall strategic goals of the company in building and maintaining a best-in-class organization through the lenses of driving employee culture. You will be identifying, attracting and hiring top industry talent and overseeing the onboarding and career development of all employees.

Key Duties and Responsibilities: 

  • Develop and Design, in conjunction with overall strategic goals of the Agency, an annual Strategic Plan based upon key objectives of Employee Culture, Talent Recruitment and Career Development and Training of all employees
  • Implementation and execution of all strategies adopted in the annual strategic plan for Human Resources
  • Developing and presiding over the development of an ongoing strategy for the recruitment of Industry Talent identified as positions of need within the organization to support its growth and expertise needs
  • Management and oversight of the overall culture of the organization through employee engagement initiatives, surveys, and personal interaction
  • Driving innovation and technological advancement for all aspects of the position
  • Assist and work in tandem with departmental leaders and supervisors in assessing employee engagement and evaluation
  • Assisting and working with the executive team and departmental managers in the design, development and oversight of all training needs and the curriculum
  • Administration and management of all payroll functions, as well as employee benefit programs including group insurance, 401 (k) plan, and Cobra administration
  • Maintenance and enforcement of all company policies and procedures
  • Working with management in assisting in office redesign, office relocations or office additions

Supervisory Responsibilities:

  • Oversight of the Front Office Administration Staff

Qualifications:

  • Education and/or Experience – A Bachelor's degree (B.A.) from a four-year college or university; or a minimum of 5 years' related experience and/or training; or equivalent combination of education and experience
  • Language Skills – Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions
  • Mathemetical Skills – Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's; ability to perform these operations using units of American money and weight measurement, volume and distance
  • Reasoning Ability – Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnishes in written, oral, diagram, or schedule form
  • Computer Skills – Knowledge of accounting software, contact management systems, database software, Human Resource systems, internet software, order processing systems, payroll systems, project management software, spreadsheet software, and Word Processing software

Certificate/Licenses/Registrations: 

  • SHRM Certification a plus
  • Pennsylvania Driver's License
